Perform 10-20% of design reviews before development is approved!
Historically, only 3% of the ultimate budget of a product development effort was expended before development approval. Best practice companies are now expending 15-25% of the development budget to do great requirements and product definitions in order to reduce the number of iterations of the design in development. This is leading to a much greater first and second pass successes for these companies - designed and built once right the first time.
High level design reviews of requirements, specifications,
architecture(s), market feasibility, technical feasibility,
and operations feasibility prior to performing final estimates
for schedule, budget, and performance specification parameters
will reduce the number of errors that get translated into
business and project plans causing thrashing in schedules
and resource allocations.
